The best thing to do is to measure her actual bust. I have been making my clothes for so many years that when I recently bought myself a few pairs of jeans I was surprised to find out that I was two sizes smaller than the patterns I have been using. I honestly believe that the stores make stuff bigger these days and that labels bear no relation to knitting and dressmaking patterns which are true to size.
If I am right, you could end up with a sweater a couple of sizes too small. The pattern will have measurements in inches for the chest size on it. If you aren't using a pattern then you will need to knit a tension square and do the maths.
Hope this is some use to you

thanks for info, trouble is I don't want her to know I am making it for her as it's a surprise (or shock if I get the size wrong)

I suppose better too large than too small.
Aran doesn't look out of place a bit 'sloppy' 16 - 18 is normally 40-43" bust

that's great - thanks so much. Pattern says to fit 40 inch actual measurement 43 1/2 inches so that should be about right hopefully. My sister has hinted for years about me making her one so thought it about time. Can make a start now.

My mpther in law used to be great at Aran sweaters, she could knit the back in an evening and watch tv at the same time lol

I'm more the knit 10 rows then unpick 8 when I spot mistakes! I enjoy doing them though.

Get her husband in cahoots with you and ask him to measure her favourite sweater or blouse. I did that when I was making a skirt for my friend and had forgotten the length. That way, you get it right and can still surprise her.
